Greetings from OCPA


Dear OCPA Member:

  Greetings on the occasion of the Chinese New Year and the beginning of the fourteenth year of OCPA!

  We are pleased to report to you that the OCPA reception during the March meeting was well attended by more than 90 people and the Outstanding Young Researcher Award (OYRA) and the Achievement in Asia Award (AAA) have received more nominations than previous years. These are clear indications that OCPA continues to grow strong, and that the OYRA and AAA awards continue to recognize researchers of high caliber and accomplishment.

  We would like to take this opportunity to express our sincere appreciation to Cheuk-Yiu Ng who is stepping down as the Awards Committee Chair following his outstanding work in the last 3 years. He will be replaced by the vice-president, Jen-Chieh Peng. We would also like to thank Zhi-Xun Shen and Fu-Chun Zhang who have stepped down from the coordinator positions of the condensed matter division. They have put a lot of effort in organizing the parallel sessions for OCPA4 and will continue to help in this regard.

  As you may have heard, due to the SARS epidemic the Fourth Joint Meeting of Chinese Physicists Worldwide was postponed and is now rescheduled to be held in Shanghai from June 28 to July 1, 2004. This is shaping up as a major OCPA activity for this new year. The first circular will be sent out to you shortly. There will be several satellite meetings jointly sponsored by OCPA before and after the Shanghai meeting. We urge you to attend and we look forward to seeing you in Shanghai. We will continue to communicate with you via emails and our website at http://www.ocpaweb.org will be updated to bring you the latest information.

  We express our gratitude to those who have made contributions to the OCPA general fund which is used to support the OYRA and AAA awards and other activities. Let us remind you that OCPA is a tax-exempt organization and a donation of $20, $50, $100 or more from our members will go a long way creating a sense of togetherness in an organization worthy of our support. The 35th International Physics Olympiad (IPhO-2004)

July 15-23, 2004

Dear Leaders,

We are pleased to invite your country to the 35th International Physics Olympiad (IPhO-2004) which will be held in Pohang, Korea, during July 15-23 in 2004.

1. Confirmation of Your Country’s Participation

  This is the first official circular by the IPhO-2004 Organizing Committee. Please find the attached Confirmation Form at http://www.ipho2004.or.kr. There are two important items in the confirmation form; mailing address information of the Ministry of Education or the equivalent (exact address) and the relevant contact person (full name and title) needed for the official invitation, scheduled to be delivered between the end of this year and early January in 2004.

  Since the mailing information is critical for the reliable communication with potential participants and also for the smooth preparation of IPhO-2004, please fill out the form without missing any particulars and return it to the Secretariat of IPhO-2004 by December 20, 2003 at the following address by email,

2. IPhO-2004 Outline

  The IPhO-2004 will be held in Pohang and Gyeongju in South Korea during July 15 to 23, 2004. Students will stay at the campus of Pohang University of Science and Technology (POSTECH) in Pohang, known as the first city on the Korean Peninsula to greet the morning sun. The competition site, POSTECH is a reputed university in Korea with pleasant and serene environments.

  Leaders along with observers and visitors will stay in Gyeongju which was a capital of the ancient Silla Dynasty a thousand year ago and now has various tourist attractions with the rich Korean cultural heritage.

  The IPhO-2004 Organizing Committee is planning to hold various special activities to help IPhO-2004 participants to find not only a relaxed environment for the competition but also chances to mix with the warm hearted Korean people and to experience the cultural tradition of Korea.

  According to the Statutes of IPhO, each nation may send a team consisting of five students and two accompanying leaders. The contestants shall be students of general or technical secondary schools i.e. schools which cannot be considered as technical colleges. Students who have finished their college entrance examinations in the year of competition can be members of the team only if they have not commenced their university studies. The age of the contestants should not exceed twenty years on June 30, 2004.

  The IPhO-2004 Organizing Committee will cover all the official expenses for the team, including meals and accommodations, during the official period. However, travel expenses between your country and the IPhO-2004’s official airport (Gimhae International Airport in Busan and Pohang Airport) in Korea will be
each participating country’s responsibility.

  Observers and visitors are welcome, but they are expected to cover their expenses. Observers may attend all Olympiad meetings, including the meetings of the International Board. However they may not vote or take part in the discussions. Visitors do not attend the meetings of the International Board. Different fees will be charged for them. As an established custom in the International Physics Olympiad, each participating country is encouraged to contribute a voluntary fee of US$ 3,500.

  We plan to send out a number of circulars with pertinent information in due time. In the next circular, we will provide you more relevant information on the official airport of the IPhO-2004, the reception at the airports, and the accommodations in Pohang and Gyeongju. We will also provide you with more information on the exact fees for observers and visitors along with the payment information.

International Conference on Cosmic Rays and Magnetic Fields in Large Scale Structure

The 3rd Korean Astrophysics Workshop

1. Scientific Rationale

  Observations in radio and high energy bands have revealed the existence of nonthermal components, cosmic rays and magnetic fields, in large scale structure of the Universe, and the importance of nonthermal processes has been demonstrated in the studies of relatively nearby clusters.

  In our efforts to understand these observational signatures, this Conference will review recent progresses in studies of the origin and roles of the nonthermal components in LSS.

7. Dialogues with Women in Astronomy

  On the last day of the conference (August 20, 2003, Friday), there will be a special session. Six female invited speakers, T. Clarke, L. Feretti, H. Kang, A. Olinto, E. Seo, and E. Zweibel will speak to female students in high schools and colleges about their research areas. This will be co-organized with BWISE (Busan Women in Science and Engineering) to encourage female students to enter into field of science.

8. Registration

  Pre-registration to receive further announcements (open from October 17, 2003 to February 28, 2004), Online registration (to be open on March 1, 2004).

9. Registration Fee

  There will be a registration fee of US $ 100 (or Korean Won 12,000), which covers continental breakfast (at conference venue), lunch, coffee break, banquet, tour, and a copy of proceedings. You are asked to pay the registration fee at the registration desk during the meeting.

10. Financial Support

  Limited financial supports may be available to foreign graduate students/postdocs. A priority will be given to those who apply for oral presentations.

  This conference provides an international forum for the presentation and showcase of recent advances on various aspects of computational methods. It will reflect the state-of-the-art of the computational methods, involving theory, algorithm, programming, coding, numerical simulation, error and uncertainty
analysis and/or novel application of computational techniques to problems in engineering, science, and other disciplines related to computations. Selected papers presented in the Conference will be peer reviewed for publication in the International Journal of Computational Methods (IJCM).

  Intending authors are invited to submit 1-page abstracts of no more than 150 words in the above topics as soon as possible, but not later than the deadline shown below. The abstracts should clearly indicate the aims and conclusions of the studies. It should contain the title of the paper, name (s) of authors, affiliation (s), mailing addresses, telephone and fax numbers and email address of the corresponding author. Submission via email (iccm2004@nus.edu.sg) is preferred. Both abstracts and final papers will be fully reviewed by experts in the areas of computation and the procedure will conform to the standards
required for refereed conference papers.

The Eastern Formosa Summer School (EFSS) III on Particles and Fields

  We are happy to announce that the 3rd EFSS to be held this summer (July 5-10, 2004) is going to be the first one dedicated to Particles and Fields. This School, originally scheduled in the last summer, was postponed due to SARS. The venue is Nat’l Dong Hwa Univ. The EFSS series of summer schools are sponsored by the National Center for Theoretical Sciences and cosponsored by the National Science Council and the Nat’l Dong Hwa University. The organizing committee has worked out a program with speakers all lined up for the event. It is our pleasure here to make this formal first announcement. You are all urged to mark your calender andinform your students and associates. Your participation and support are certainly crucial to the success of the summer school.

1. Program in Brief

  The program consists of 27 hour-long lectures string theory, QCD, flavor physics, collider phenomenology, neutrinos, and SUSY, with a slight emphasis on neutrino and SUSY phenomenology. Lecturers are  confirmed to be Darwin Chang, P.-M. Ho, Wei-Shu Hou, Wai-Yee Keung (UIC), T. K. Kuo (Purdue), and J. Qiu (Iowa State).

2. Special Features

  We have all Mandarin speakers for the school, aiming at better communications and interactions between speakers and students. Speakers would be ready to supplement their lectures with explanation in Chinese. Evenings are reserved for organized recitation or discussion sessions for students and
beginners who need more opportunity to consolidate learning of the lecture material. Lecturer on each topic is charged with the job of making a special effort to really cover the basics, while not losing sight of the research frontier. We believe a school with such features is exactly what is missing among the rich activities in Taiwan high energy physics.

Hotel Reservation
  The Local Organizing Committee has reserved sufficient rooms for the participants to arrive and stay in Hanoi for a few days in advance. The average hotel rate in Hanoi is in the order of 40 US$. The Local Organizing Committee has checked on an acceptable quantity and quality of rooms in several hotels,
such as, Hanoi Daewoo Hotel at rate 55 to 105 US$, Bao Son Hotel at rate from 40 to 60 US$, Hoa Binh Hotel at rate 35 to 55 US$, etc. More detailed information from the hotels in Hanoi can be found in the Conference website. You can book your hotel yourselves by any means of communication. If there is a wish the Secretariat can help in reserving a room at a hotel of your preference.

Passport and Visas
  Overseas participants entering Vietnam should possess a passport with valid visa. Only visitors from some countries (ASEAN countries, Korea, India, China) holding an official passport can stay for 15 days without a visa. Tourist visa can be obtained at the Vietnamese Embassies or Consulates in the

Vth Rencontres du Vietnam Particle Physics and Astrophysics

1. Information Bulletin

  The Rencontres du Vietnam began with a meeting in Hanoi on Particle Physics and Astrophysics in December 1993; a second one was held in Saigon in October 1995. The third Rencontres du Vietnam, devoted to Condensed Matter Physics was held in Hanoi in January 1999. The fourth Rencontresduf
Vietnam, entitled Physics at Extreme Energies, was also held in Hanoi in July 2000.

  The aim of the Rencontres has been to extend the successful international collaboration of Europe, Russia, Japan and the United States in these rapidly evolving fields to the emerging Pacific rim countries.

  The number of countries represented and the presence of leading scientists has emphasised the importance which the international community places on scientific links with Vietnam.

  As a natural continuation of this series, two parallel conferences, one on particle physics and the other on astrophysics, will be organised in 2004.

2. Place and Dates

  The fifth Rencontres du Vietnam, entitled Particle Physics and Astrophysics, will be held in Hanoi from Thursday August 5 to Wednesday August 11, 2004. It will consist of two parallel conferences held at the same location:

• New Views in Particle Physics
• New Views on the Universe

  Hanoi, capital of Vietnam, has many universities and research institutes in physics.

3. Purpose of the Conference

  The conference will be devoted to fundamental and current topics in particle physics and astrophysics from both experimental and theoretical points of view. The aim of the conference is to strengthen the links between Vietnamese physicists and their colleagues from around the world, and in particular
from South-East Asia and the Western countries

4. Scientific Organisation

The conference is organised jointly by:

• The Rencontres du Vietnam.
• The Vietnam Academy of Sciences and Technology.

6. Scientific Program

  The scientific program will consist mainly of reviews and invited talks. Parallel and poster sessions will be set up as the need arises; the relevant details may be found on each conference’s site. Very schematically, the two conferences will be articulated around a number of key themes (for further
information, please visit the website at http://opserv.obspm.fr).

7. Conference Schedule

  Registration will start on Thursday August 5 in the afternoon. The opening session is scheduled to take place on Friday August 6 at 8:30 and the conference will end on Wednesday August 11, at 12:00.

  Session hours are: 8:30-12:00 and 13:30-17:00.

8. Conference Facilities and Proceedings

  The following equipment will be available: a slide projector for 5cm 5cm slides, an overhead projector and a video projector for computer presentations. Note however that we cannot furnish the computer; you must bring your own!

  It is hoped that the papers presented at the conference will be published in the form of a proceedings volume. Participants will receive a copy without farther charge.

9. Practical Organization

Electronic Mail
  Limited internet access will be available at the conference site. In particular, we anticipate that a wireless hub will be installed.

Registration
  On-line registration is now available on this site. We would be obliged if you could fill in and return the registration form as soon as possible. Since the conference will be held during the tourist season and hotel rooms are quite limited during that period, room reservation can only be guaranteed if your registration form has reached the conference secretariat by April 30th, 2004.

Conference Fee
  The conference fee for participants will be 350 US$ or 320 Euro$. This includes the cost of your copy of the proceedings and the cost of all social events. Payment can be made either by personal cheque or by interbank transfer; we regret that credit card payment will not be possible. Details of how to send in your conference fee will be up with the registration form.

Accommodation
  In order to enhance interaction and exchange between participants, most participants will be lodged in hotels close to the conference centre and their meals (lunch and dinner) will be taken together at the conference center.

  The cost per person (full board for 6 days) will amount to: 360 US$ for a double room, 510 US$ for a single room. All rooms are air conditioned and have either a shower or a bath.

  The hotel bill will be paid directly to the travel agency in Vietnam. Credit card payment, for hotel accommodation, will be possible. Details will be available on this site soon.

   Important note: Hotel reservations are made for the whole duration of the meeting, i.e. from Thursday August 5 afternoon to Wednesday August 11 morning (lunch included). Please note that the total cost of the meeting cannot be reduced even in case of partial attendance.

Travel
  The international airport of Hanoi is Noi Bai. Participants are expected to arrive on Thursday, August 5. A member of the local committee will meet you on arrival at the airport. Travel agencies which specialize in travel to Vietnam offer the following range of prices for return flights to Hanoi.

• Paris-Hanoi-Paris or Paris-Hanoi and Ho Chi Minh City-Paris: from 900¤ to 1,200¤.
• USA-Hanoi-USA : from US$ 1,000 to US$ 1,500

  Important note: Flights to Asia are very crowded at the time of the conference. Please contact your travel agency without delay for reservations.

Immigration
  A visa is required to visit Vietnam. A visa application form will be available for each of the conferences—for administrative reasons, it is convenient to have a separate form for each conference. You should enter the site for each conference to find the link to the corresponding form. You should send it as soon as possible. This will allow the local committee to take care of your visa application and send you a personal letter with which you will be able to obtain a visa at the Diplomatic Representation of Vietnam in your country. Please note that persons accompanying participants also require a visa, and therefore should also fill in the visa application form. Visa formalities must be completed by July 20, 2004.

10. Pre or Post-Conference Tours

Tour 1
  Hanoi-Halong Bay-Hanoi from Wednesday August 11 (14h00) to Friday August 13 morning. Approximate cost with full pension: 120 US$ (sharing room) and 170 US$ (single room).

Tour 2
  Hanoi-Phong Nha-Hue-Da nang-Hoi An-Nha Trang- Dalat-Ho Chi Minh City from Friday August 13 morning to Sunday August 22 morning. Approximate cost with full pension: 800 US$ (sharing room) and 1,000 US$ (single room).

Tour 3
  Hanoi-Sapa-Hanoi from Friday August 13 morning to Tuesday August 17 morning. Approximate cost with full pension: 350 US$ (sharing room) and 500 US$ (single room). Note that Tour 1 and Tour 2 are compatible, i.e. Tour 2 will not leave until Tour 1 has returned!

  If you are interested in participating in the post-conference tours, you should inform us as soon as possible. In this case, please send us your requirements concerning the tours (what you would like to visit) and we will transmit them to the travel agency for better planning.

  The fee of 800 EURO covers costs in Erice including full board and lodging from dinner on September 16th to breakfast on September 24th. Drinks and beverages, after-dinner coffee, telephone calls, personal laundry, etc. are not covered by the fee.

  Since July first 2003 exists within the European Union a cheap way to transfer money at the same rate as inside the country.   Payment in cash is possible at Erice, but it is advised to use bank transfer, since it turned out to be time consuming to pay in Erice, since only one person, who is not regularly present, can give a receipt.

  When payment is made the course (“Nuclear Physics, 26th Course”) must be identified. Evidence of payment must be produced at the time of registration in Erice. The bank statement should also be used for refunding your travel expenses at home. The centre has always difficulties to produce a receipt
before you leave.

3. Accommodation

  Participants will be accommodated in rooms with one or two beds, the majority with shower or bath. Rooms are assigned in the office of San Rocco upon your arrival in Erice. Please, do not try to make reservations directly in Hotels at Erice. Priority in the assignment of accommodation, as far as comfort is
concerned, will be based on age. If you intend to bring member (s) of your family with you, please inform Mrs. Fiorella Ruggiu by fax at the address given at the end of this circular as soon as possible (each family member pays the 800 EURO fee).

4. Arrival and Departure

  You should register upon arrival on September 16th at the secretariat of the School (“San Rocco,” Via Guarnotta 26, Erice) not later than 5:00 p.m. There the room will be assigned to you.

  The working program of the school will start on September 17th at 9:00h and will close on September 23rd in the evening, with departure on September 24th.

5. Arrangements of the Course

  The lectures and seminars will be given in 3 blocks: September 17th-18th and September 19th in the morning; September 20th and September 22nd to 23rd. There will be lectures and seminars each day in the morning and in the afternoon so as to leave plenty of time for the free discussion that is an important part of the Erice system. A beamer is available at Erice. But you need to bring your laptop with you for a power presentation. The early afternoons are for private activities, special seminars, working groups, workshops, etc. The afternoon of September 19th and September 21st are free days on which excursions will be arranged (on 19th to the beach in San Vito Lo Capo for swimming and on 21st to a
touristic site: Greek temples).

7. Weather

  In September the weather is warm in Erice, but cooler than in the rest of Sicily since it lies at 750 metres above sea level. During the excursions you have the possibility to swim in the sea.

8. How to Reach Erice
By Road, there are two possibilities:

a. Drive along the Autostrada del Sole from Milan-Bologna Florence-Rome-Naples-Villa San
    Giovanni (Reggio Calabria). Then take the ferry-boat from Villa San Giovanni to Messina
    and drive on to Erice (350 km from Messina).

b. Take the ferry-boat either from Genova or from Naples to Palermo, and then drive on to
    Erice (about 120 km from Palermo). The places on the ferry-boats from Genova or Naples
    should be booked in advance.

By Train
 
From Milan-Rome via Messina you can reach Trapani directly.

By Air
 
To Palermo. For arrival and departure at normal times (September 16th and September 24th) the School will make local transport arrangements (until about 15h on September 16th) from the airport in Palermo (100 km to Erice), but not if someone arrives or leaves at different times.
