  This is the first circular of 6th RESCEU International Symposium on ÅgFrontier in Astroparticle Physics and Cosmology.Åh The purpose of this symposium is to bring out a state-of art discussion and assessment of cosmology by putting together the latest theoretical ideas on the evolution of the universe, and the hot observational data on them.

Registration Fee
The registration fee will be 15,000 Yen, which covers the welcome party, the banquet and the refreshments during the conference as well as a copy of the proceedings. The student fee will be 10,000 Yen. Payment should be made at the registration desk in Japanese Yen only. No personal check will be accepted. The registration desk will open at 4:00 p.m. on November 3 at Sanjo Conference Hall in the University of Tokyo.

Contributions
The conference is open for application of contributed papers. They will be presented mainly in poster format. Those who would like to make a contribution should provide a title and an abstract in the registration form. All the invited talks and contributed papers will be printed in the proceedings.

Social Events
A welcome party will be held on the evening of November 3 at the conference hall building. All the participants and accompanying persons will be invited. The party will start at 6:00 p.m. The banquet will be held on the evening of November 5.



APCTP Calls for Focus Programs Starting from August 2003

  Focus Program The Asia pacific Center for Theoretical Physics (APCTP) is an international research center pursuing highest quality research in all areas of theoretical physics and promoting cooperation among scientists from its member countries in the Asia- Pacific region and beyond. The Center was established in June 1996 in Korea, with Professor C. N. Yang as the Founding President. Its current member countries/regions are Australia, China, Japan, Korea, Malaysia, Philippines, Singapore, Taiwan, Thailand and Vietnam. This year the Center adds a new ÅgFocus Program,Åh in order to complement the existing academic programs such as the Topical Programs. The Focus program is intended to bring together a small group of active international researchers working in a focused field of utmost interest in physics and related area. The duration of the program, though flexible at the initial stage of the program start, is expected to run from two weeks to one month. The core organizers are expected to stay at the Center during the whole program period, while other participants can participate partially. The Focus program may include a set of lectures and/or workshops on specialized research topics, if necessary. The scientific year for the first Focus Programs 2003-2004 runs from August, 2003 to February, 2004. However, the Center also invites the proposals for Focus Programs starting after this period for early preparation. The selection criteria for the programs include scientific quality, international character, the participation from member countries, and the cohesiveness of the group. APCTP Young Scientist Training Programs----Postdoctoral Fellow Positions
  The Asia Pacific Center for Theoretical Physics (APCTP) solicit applications for a few postdoctoral fellow positions in theoretical physics and related fields as a part of the Young Scientist Training (YST) Program. APCTP, first founded in 1996, is a non-governmental organization aiming for an international center for excellence in research and training of young scientists in the Asia-Pacific region. Applicants for the YST program are expected to have demonstrated exceptional research potential. The stipend for 12 months ranges approximately from W20,000,000-W24,000,000 Korean Won depending on credentials. Some funds for travel and research activities are available if selected. The initial appointment of the postdoctoral position is for one year, which is renewable up to one or two additional years, depending on the research performance and the continuation of the YST Program at APCTP. Though the position will be appointed all year around on the continuous basis, the first deadline for the position starting after September, 2003 is set to February 28, 2003. Applicants should send a curriculum vita with a list of publications, a summary of research plan, and three letters of recommendation to:

Post-doctoral Research Fellow

  A post-doctoral Research Fellow in computational condensed matter physics is immediately available in the Department of Physics, National University of Singapore. Candidate must have his/her Ph.D in Physics or related field, and trained in the area of computational condensed matter physics / materials science. Knowledge in and experience with first principles electronic structure calculation is required. Preference will be given to candidates with experience in system administration of Unix/Linux system. The successful candidate is expected to carry out a research project to study surface structures and properties, formation of surface nanostructures, and surface modification. East Asian Young Astronomers Meeting
November 9-12, 2003

  The Institute of Astronomy and Astrophysics, Academia Sinica (ASIAA) is pleased to announce the first meeting of East Asian Young Astronomers to be held in Taipei, Taiwan from November 9 to November 12, 2003.

  This ground-breaking event is jointly sponsored by ASIAA and the Coordination Committee of East Asian Meetings of Astronomy (EAMA). The meeting will bring together graduate students and postdoctoral fellows from each of the four EAMA core regions----China, Japan, Korea, and Taiwan, as well as some excellent lecturers from these regions, to study together, discuss research results, exchange recent information from each region, and sow the seeds of collaboration in the East Asia at the earliest opportunity.

  The number of participants will be limited to approximately 50 postdocs and graduate student. There is no registration fee, and the host in Taiwan will provide funding for local expenses, including the welcome reception, social events, and a banquet. All participants are invited to give oral presentations on their research. More senior astronomers are also welcome, but due to limited budget, we can not provide any financial support.

New Journal is Launched:Central European Journal of Physics

  Central European Journal of Physics (www.cesj.com/ physics.html) has been established to enhance communication of best research done in Russia, Poland, Hungary, Czech Republic and other countries of this region to the global scientific community. We are kindly inviting you to visit and support the journal.

  We know that there is one science. There is no Russian, French or American physics. However, there are local inefficiencies in communicating research results to scientists worldwide, resulting from yesterday’s political isolation or today’s financial misery of science in Central and Eastern Europe. Our target is to assist CEE authors by removing some of those inefficiencies.

  We also believe that researchers and academic libraries in Taiwan and other countries can benefit from our service. The benefits that we bring to researchers and libraries in Taiwan include:

- new research: we bring new and peer-reviewed contents in English,

- great science: excellent results have been achieved by re- searchers working in or coming from CEE, including Nobel laureates such as Zhores Alferov (physics), George Olah (chemistry),

- remarkable support: a number of outstanding scientists have joined Editorial Boards of the CESJ journals (a full list is available at the journal web page),

- growing interest: a number of major US academic libraries have already decided to order CESJ journals, e.g. libraries of Princeton and Berkeley,

The 4th OCPA Conference Postponed

Dear OCPA members and friends:

  With great reluctance, I am writing to inform you that the Organizing Committee of OCPA4, after an extensive consultation with the local host at SJTU, the OCPA Executive Council, and many of the invited speakers and potential participants, has decided to postpone our scheduled meeting in Shanghai this July to the summer of 2004 due to the potential health threat in Asia. We have also been contacted by the organizers for all four OCPA4 satellite meetings that they too have decided to postpone their meetings accordingly. We are extremely sorry for the inconvenience our decision may have caused, but, under the circumstance, we feel it is in the best interest of all of us at the moment.

  We want to thank you for your interest and enthusiastic support and will keep you posted our plan for the OCPA4 in 2004 when the current situation in China improves. Please check the website at Åghttp://ocpa.physics.sjtu.edu.cnÅh for more information on the OCPA4.

  I want to devote the 2004 international school on nuclear physics in Erice in 14 months to the topic ÅgLepton Scattering and the Structure of Hadrons and Nuclei.Åh It seems to me a very timely subject for the Erice School on Nuclear Physics in 2004. I am sending you a preliminary program of the school and the first questionnaire. If you have colleagues or collaborators who are interested to participate in the school, please, just copy the first questionnaire and give it to them or forward the e-mail.

  I naturally hope that you can participate. Multiwavelength AGN Surveys
A ÅgGuillermo HaroÅh Astrophysics Conference

  INAOE is pleased to announce this conference within the framework of the ÅgGuillermo Haro Advanced Research Program.Åh

  The huge amount of data obtained by surveys in all wavebands, from radio to X-rays, has allowed a major progress in the understanding of Active Galactic Nuclei and of their cosmic evolution.

  This conference is intended to give a broad overview of the recent results obtained by AGN surveys over the whole electromagnetic spectrum. Topics which will be discussed during the conference are: AGN evolution, contribution to the cosmic background, AGN luminosity functions in different wavebands, multiwavelength properties of AGN, unified model and unconventional AGN, connection with the host galaxies, co-evolution of AGN and galaxies, implications for the local density of supermassive black holes. Future AGN surveys planned with forthcoming new observational facilities will also be discussed. The conference will be held in Cozumel, one of the most beautiful islands of the Caribbean.
