Minutes of the Fifteenth AAPPS Council Meeting
July 25, 2005 Kuala Lumpur, Malaysia


The 16th AAPPS Council Meeting, Senri-Hankyu Hotel, Osaka, April 2-4, 2006.

1. Opening
The meeting was opened at 0930 hour by Tien T. Tsong, President of the AAPPS.

2. Quorum
It was noted that the presence of eight members and proxy of one member met a quorum for a council meeting, and that therefore the meeting was valid (Bylaw item 13).

3. Approval of Agenda
The agenda was adopted.

4. Minutes of Previous Meeting
The Council adopted the Minutes of the Fourteenth Council Meeting, held on January 31, 2005, in Kaohsiung, Taiwan, with the following amendments:
(1) Delete "Michiji Konuma (Special Adviser)" from the attendance list of Council Members. Remove Dusadee
     Suwannkachorn from Proxies to Invited Guests as Observers, and remove Maricor Soriano vice versa.
(2) Include item 5 (7): "Approve the Malaysia Account and signatories."
(3) Item 8 (5) to read: "Membership of APCTP can be applied in written form, and it needs to be approved by board
     of trusties. Membership fee is 10,000 USD. Scientists from non-member countries can participate in activities of
     APCTP."
(4) Item 9 (8) iv: Replace "recommendable" with "recommended."

5. Report from Treasurer
(1) Kurunathan Ratnavelu reported on the status of AAPPS accounts and balances on behalf of Treasurer,
     Swee-Ping Chia. (Refer to Attachment 1.) The Treasurer's Report was accepted by the Council.
(2) An account has been opened on behalf of the AAPPS by the Malaysian Institute of Physics. It exists under the
     name Institut Fizik Malaysia—APPS at the University of Malaya Branch of the Bumiputra-Commerce Bank.
     The Account Number is: 1440-0009395-05-4 and its Swift Code is BCBMMYKL. The Council approved the
     signatories for the Malaysia account, known officially as the Institut Fizik Malaysia—APPS account. They
     are: Swee-Ping Chia (Treasurer of AAPPS, President of Malaysian Institute of Physics) and ONE of the following
     two persons: Kurunathan Ratnavelu (Secretary of the Malaysian Institute of Physics); Chik-Heok Tan (Treasurer of
     the Malaysian Institute of Physics).
(3) Hideaki Takabe reported on the Tokyo account. (Refer to Attachment 2.)
(4) The Council agreed that the Treasurer should supervise, control, and report on all accounts, i.e. Taiwan, Tokyo
     and Malaysia, maintained by the AAPPS. Monies in AAPPS accounts cannot be disbursed without the
     permission of the President of the AAPPS.
(5) The Council agreed that, in future, the Treasurer's Report needs to accompany the Minutes of the previous
     meeting.

6. Report from Member Societies
(1) Australian Institute of Physics (AIP)—Peter Johnston reported (refer to Attachment 3):
• 950 delegates attended the Australian Institute of Physics (AIP) National Congress in Canberra, January 31-
   February 4, 2005.
• Government funded World Year of Physics (WYP 2005) events such as public lectures and Eratosthenes project
   involving 100 schools.
• AIP accredited B. Sc. (Physics) program of Kuwait University.

(2) Physical Society of Hong Kong (PSHK)—Pak-Ming Hui reported (refer to Attachment 4)
• PSHK executive committee has been elected for the term 2005-2007.
• PSHK organized public lecture series, mini-exhibition and colloquia for WYP 2005.
• PSHK held PRESS project and science summer camp.
• PSHK has mutual membership agreement with APS (USA), JPS and IOP (UK).

(3) Physical Society of Japan (JPS)—Hideaki Takabe reported:
• Web-vote system used for office bearers elections in JPS.
• Spring and autumn meetings of JPS attracted about 5,000 participants.
• JPS and PTP planning a new journal in English. Kunio Tada circulated issues of JSAP International magazine.

(4) Korean Physical Society—Won Namkung reported:
• Enlightening Festival and Einstein exhibition held for WYP 2005.
• Signature campaign launched against high school curriculum changes.

(5) Malaysian Institute of Physics —Kurunathan Ratnavelu reported:
• Malaysian Institute of Physics (IFM) has about 1,200 members.
• IFM also participated in Enlightening Festival.
• IFM is organizing International Meeting on Frontiers in Physics (IMFP 2005) from July 26-29, 2005.

(6) Physical Society located in Taipei, China—Ching-Ray, Chang reported:
• Government provided USD 2 million support for WYP 2005. Enlightening Festival was held.
• A movie "Women in Physics" has been produced.
• Government will reward IPhO gold medal winners with 8-year overseas scholarship without bond, and exemption
   from national service.

7. Report from Asia Pacific Center for Theoretical Physics (APCTP)
(1) Seunghwan Kim distributed a report on the Status of APCTP to the council members.
(2) The Korean government's budget for APCTP is 1,500 million KRW for Fiscal Year 2005.
(3) Prof. Laughlin was elected as President of APCTP and Prof. Seunghwan Kim as Executive Director of APCTP.
     They will serve for three year terms.
(4) The APCTP invited the AAPPS to collaborate in the 10th anniversary celebration event of the APCTP in
     September/October 2006.

8. Report from AAPPS Bulletin
(1) Nearly 4,400 copies of the bulletins per issue are distributed.
(2) The AAPPS website (www.aapps.org) and AAPPS Bulletin website willl remain separated but online copies are
     available at the AAPPS website.
(3) Mongolia will be added to the list of countries appearing in the Bulletin.
(4) Ching-Ray Chang reported that no contribution had been received from member countries so far in 2005. The
     Japan Physical Society requested an invoice. It was decided that a cover letter signed by Tien T. Tsong and
     W-Y. Pauchy Hwang will accompany the invoice.
(5) Member countries were informed that the Bulletin has an advertising section which could be used to advertise
     gifts of old journals and instruments.

9. Discussions and Suggestions
(1) The Council agreed on the need to strengthen its functions. Measures proposed include:
1. Every member physical society should explore the possibility of collaborating with the AAPPS in certain areas of
    its national conference.
2. Regional topical conferences can request seed money or sponsorship from the AAPPS.
3. It was agreed that the APPC be held every three (3) years. For the intervening two (2) years, the AAPPS hold an
    event which is integrated with a national conference. A proposed schedule
• 2007, APPC in Korea ?2008, Joint meeting with member physical societies ?2008, Joint meeting with, possibly,
   Australian national conference
• 2010, APPC in Japan
4. JSPS Asian CORE programme: The Council agreed to invite Hideaki Takabe to submit a proposal to set up a 
    Division within the AAPPS, along with by-laws.
5. The Council decided not to open memberships to AAPPS for individuals.
6. The Council decided against establishing a journal of the AAPPS.
7. The Council agreed to invite Peter Johnston to prepare a multi-lateral agreement document whereby members of
    member physical societies will be able to enjoy the same benefits as local participants at conferences. The
    President of AAPPS will then forward this document to all member societies for discussion and ratification.
8. The Council agreed to the holding of a Joint AAPPS and APCTP Forum in Korea in September 2006. Suggested
    topics include: women in physics, physics education, research assessment exercise and ranking of departments,
    how funding agencies work to support research, the future of scientific journal.
9. Guest editors are sought for the AAPPS Bulletin. Suggested focus topics include: application of physics in biology
    and medicine-future directions, econophysics, physics education. Seunghwan Kim agreed to be guest editor for
    the October 2006 issue. Editorships for the February 2007 and April 2007 issues have yet to be filled.

10. Plan for AAPPS Council Meetings in 2006
The Council agreed to hold the following meetings:
(1) 16th Council Meeting sometime during March/April 2006 in Japan; and
(2) 17th Council Meeting sometime during September/October 2006 in South Korea.

11. Adjournment
The meeting was adjourned at 1620 hour on July, 2005, following a vote of thanks to the local committee for  hosting the 15th Council Meeting of the AAPPS.

Summit of Physical Societies in Asia-Pacific Region (SPS) and
the Fourteenth AAPPS Counncil Meeting


Ambassador Hotel, Kaoshiung, Taiwan, January 31, 2005
   The first "Summit of Physical Societies in Asia-Pacific Region (SPS)" was held from January 31 to February 1, 2005 at Kaoshiung, a beautiful city in southern Taiwan. The Association of Asia Pacific Physical Societies and The Physical Society of Republic of China cosponsored this first meeting in Asia-Pacific Region for the World Year of Physics 2005 in celebrating the 100 Anniversary of Einstein's miracle year. Before the SPS, the 14th AAPPS Council Meeting was also conducted.

After a pre-conference tour of Taipei, the reception for the 14th AAPPS Council Meeting and SPS was held from 18:30 p.m. to 21:00 p.m., January 30, 2005 in the Ambassador Hotel. The 14th AAPPS Council Meeting was opened by President Tien T. Tsong (Academia Sinica, Taiwan) at 9:30 p.m. the next day. Besides the AAPPS council members, non-members were also invited as observers. In this meeting, in addition to the general reports (Report from APCTP, Report from AAPPS Bulletin), the dates and venues of the 10th APPC and the 15th AAPPS Council Meeting were proposed to be in the summer of 2007 in Korea and on July 25, 2005, in Kuala Lumpur, Malaysia, respectively.

    SPS was opened by President Tien T. Tsong at 13:20 p.m., January 31 in the Ambassador Hotel. The first and second forums highlighted "Physics for Tomorrow in Asia" and "Physics Education in Asia." Professor Tien T. Tsong and Professor Michiji Konuma (Musashi Institute of Technology, Japan) had presentations for the first forum, chaired by Professor Ching-Ray Chang (National Taiwan University, Taiwan). For the second, chaired by Professor Hsiung Chou (Natioinal Sun Yat-Sen University, Taiwan), Professor Swee Ping Chia (INTI College, Malaysia) talked about "New Approach to Teaching of Physics," and Professor Kunio Tada (Kanazawa Institute of Technology, Japan) lectured on "Some Measures for Problems of Physics Education in Japan." The two forums were again held on February 1 in National Sun Yat-Sen University. For the third forum entitled " Woman in Physics in Asia," chaired by Professor Ray Nien Kwo (National Tsing Hua University, Taiwan), Professor Setsuko Tajima (Osaka University, Japan) and Professor Li-Chyong Chen (National Taiwan University, Taiwan) talked about "Problems for Woman Physicists in Japan" and " From Einstein's Wife to an 'Asian Female Einstein'," respectively. Professor Won Namkung (Pohang University of Science and Technology, Korea) and Professor Hideaki Takabe (Osaka University, Japan) had presentations for the last forum entitled "The Role of AAPPS in Asia," chaired by Professor Tien T. Tsong. There were fruitful discussions for each forum and conclusions were reached.
